Freeroam without structure goes dead within a few months. The cycle is predictable: launch hype brings 200 concurrent, then population settles to 80, then 30, then 10. Servers that survive this curve all have a packed event calendar - race night every Wednesday, gang war Friday, demolition derby Saturday. Players plan their week around the events, and the regulars create a community that outlasts the launch hype.
Moderation without killing the vibe
Strict moderation kills freeroam (that's what whitelist RP is for). Loose moderation kills it just as fast (griefers drive away casuals). The middle ground that works: short rule list, instant kicks for the worst offenders, no warnings system bogging down staff.
